• How do I use this??/?

open the image as a tilemap in Tiled, set up a 16 x 16 grid. Some of the tiles are meant to be ends only. Make sure to layer your background, rear buildings, then front buildings.

• Did u srsly mess up the first example image?

Yes.

• How can I animate these like u did????????

1. start with an image that is either 320 or 640 pixels wide, whatever height,
2. design your scene. use the WHOLE cloud scene (on top of gradient). The clouds repeat when used at 320px, or doubled at 640px.
3. Use any preferred method to create a parallax scrolling scene. I used Photoshop CS6 animation window, and tweened 2 scenes.
